Decentralizing a Community Mental Health Centers Service Delivery System

Abstract

From 1967 to 1970 the Hahnemann Community Mental Health Center had a highly centralized service delivery system. In November 1970, in response to problems caused by centralization, the emergency and outpatient services were disbanded and staff members were reorganized into a decentralized outpatient service that consisted of five teams stationed throughout the catchment area. At the end of two years the number of outpatient cases as well as the percentage coming from the catchment area increased significantly, while the referral of outpatients to the inpatient service remained stable.
