Subcontracts for Community Development and Service

Subcontracts for certain services were awarded two years ago by an inner-city community mental health center to two community organizations that seemed to exemplify the growing spirit of pride that was emerging in the black community. The author describes the problems that developed, especially in regard to recruiting and retaining professional personnel, and the approaches to their solution. There have been both failures and successes: prevention programs have not yet taken hold, but the parent organizations have become more responsive to community needs.
